I cant really tell, but it looks like you could possibly put a flashlight or laser mount on the bottom there. Is it possible?

Yes. The Glock 23 has an under-barrel accessory rail which allows for the mounting of lights and lasers.

What generation is this because the picture is of an Austrian made glock.

The Glock 23 USA is a Gen3 model. It's physically identical to the standard Glock 23 beyond than the slide stamp.
